Emerald Ash Borer

The Emerald ash borer, an invasive exotic insect from Southeast Asia, attacks all ash trees species. First observed in North America in 2002, in the cities of Windsor, Ontario and Detroit, Michigan, the ash borer was probably introduced with wood packaging material brought by international trading ships. We now know that this pest insect is now spreading rapidly and infecting more and more ash trees in the greater Montreal area and beyond.

2015 - 2019 Subsidy Program Information

Inspection for treatment

Procedure:

  • The Environmental Coordinator will inspect and measure the ash tree to determine if it is eligible for the subsidy;
  • The property owner can find a certified contractor via Bioforest technologies;
  • The property owner pays the contractor in full;
  • The property owner submits a copy of the invoice for treatment to the Environmental Coordinator and the subsidy is then granted;
  • Note that treatment by injections of TreeAzinTM must be done between July 1 and August 31 and the effectiveness of each treatment lasts two years. 

The cost of treatment is based on the diameter at breast height (DBH) for each tree.

The amount of subsidy for trees 25 cm in diameter or greater, measured at 1.3 m from the ground:

  • For first and second treatments
  • 50% of the cost of treatment up to a maximum of $250 per tree
  • No limit on the number of trees to be treated

Inspection for removal

Owners of dead ash trees, and trees of which at least 30% of the branches are dead, must remove or see to the removal of the tree before December 31st of the year during which the status of the ash tree was noted.

New procedure to come for an Ash tree felling

Conditions for obtaining a certificate of authorization - Call at 514 457-3321

Documents to provide:

a) The certificate application must be made in writing and signed by the property owner at the Public Works building, 300 Surrey Rd;

b) A location plan of the property must indicate the tree to be removed and must specify the species. The diameter should be measured at 1.3 m from the ground;

c) A location plan to replace the felled tree must be specified with the desired specie;

d) A picture of the ash tree is required for which the permit was issued;

e) An authorization of compliance to be issued by a municipal employee during a planned visit with the property owner that confirms that the actual tree to be felled is complying with the present regulations.

The owner is responsible for the execution of the work. Arboriculture professionals can be found on the SIAQ website. The owner pays his contractor in full and presents the invoice to the Environmental supervisor in order to apply the applicable grant.

Subsidy for trees exceeding 25 cm in diameter measured at 1.3 m from the ground:

- 50% of the amount and up to a maximum of $125 per tree
- No limit on the number of ash trees to be felled

During felling procedure

When an ash tree is removed or pruned, all branches with diameter less than 20 cm must be chipped on site. Parts exceeding 20 cm diameter must be disposed of at an authorized disposal site.

Ash tree replacement 

Every ash tree removed from a private property must be replaced by a new tree with a minimum height of 1.5 metres at planting, and greater than 3 metres at maturity. All planting of Poplar, Chinese Elm, White Poplar, Canada Poplar, Lombardy Poplar or Carolina Poplar, all species of willow and silver maple, and of any other harmful species is prohibited.
