By-Law on Contract Management

The object of this by-law adopted on March 12, 2019 is to:

  • ensure compliance with any applicable anti-bid-rigging legislation, the Lobbying Transparency and Ethics Act and the Lobbyists' Code of Conduct;
  • prevent acts of intimidation, influence peddling or corruption, and conflict of interest situations, as well as any other situation that could compromise the impartiality and objectivity of the tender and contract management process ;
  • govern the decision-making process of authorizing the modification of a contract;
  • establish the rules for contracting by mutual agreement;
  • promote the rotation of prospective contracting parties in the awarding of contracts by mutual agreement.

At the regular council meeting held on July 13, 2021, the Town Council adopted an amendment to By-law no. 1068 on contract management in order to promote Québec goods and services. This action will remain in force for a period of three (3) years, until June 25, 2024.
