Impermeable ground covering

Any area of land covered by a material or combination of materials that prevents water from infiltrating into the soil at a rate lower than that of an unsaturated grass surface and that directly contributes to stormwater runoff. The following are considered impervious surfaces:
 

  1. Roofs (including awnings and canopies);
  2. Driveways, parking areas, patios, and terraces made of asphalt, concrete, or standard pavers (natural or manufactured);
  3. Compacted surfaces made of stone dust, clay, or soil;
  4. Any constructed or compacted surface that does not meet the permeability criteria defined in Section 1.2.3 of By-law 1109.


For the installation, renovation, or repair of an impermeable surface of 50 square metres or more requires a certificate of authorization issued by the Town. If the surface area is less than 50 square metres, no certificate of authorization is required.

However, if the proposed earthworks involve fill or excavation over an area greater than 50 square metres and a height (or depth) exceeding 30 centimetres;  the project becomes subject to the Site Planning and Architectural Integration Program (SPAIP) By-law No. 1113,  in accordance with section 7.1.2 Operations and activities subject to this sub-division (item number  6 d). In such a case, the application must first be reviewed by the Town Planning Advisory Committee (TPAC) and subsequently approved by the Municipal Council before the certificate of authorization can be issued.
