Update on Residential Pool Safety Regulations
Published on July 31, 2025
These requirements stem from the provincial regulatory framework currently in effect in Quebec.
The Town of Baie-D’Urfé wishes to remind all pool owners that they must ensure their installation complies with current provincial safety regulations by September 30, 2025.
These requirements, which apply across Quebec, aim to reduce the risk of accidents—particularly for young children. Compliance depends on various factors, such as the type of pool, the presence of a fence, and access points.
Below is an overview of key situations:
1. Fences and Enclosures
| Possible Situation | Applicable Requirement |
| Existing fence at least 1.2 m high and difficult to climb | No modifications required, provided the gate closes and locks automatically. |
|
Chain-link fence installed before July 1, 2021 |
Slats are not required in the mesh. |
| Wall of a building used as an enclosure | Permitted if no door or window provides direct access to the pool, unless those openings are equipped with safety features (e.g., latch at 1.5 m high or a protective enclosure). |
2. Above-Ground or Demountable Pools
| Wall Height | Is an Enclosure Required? |
| Less than 1.2 m (above-ground) or less than 1.4 m (demountable) | Yes – a compliant fence is mandatory. |
| 1.2 m or more (above-ground) with secured access (removable ladder or lockable barrier) |
No – as long as no other access is possible. |
3. Decks, Platforms, and Equipment
Any deck or platform leading to the pool must be protected by a fence at least 1.2 m high, with a gate that closes and locks automatically. Fixed equipment (filters, ladders, stairs) must be installed at least 1 metre from the pool wall or protected to prevent climbing.
4. Pools Installed Before November 1, 2010
Older pools must also meet current requirements by September 30, 2025.
There are no longer any permanent exemptions.
